WASHINGTON, Jan. 27 (Xinhua) -- New research finds that an increase in brain magnesium improves learning and memory in young and old rats. The study, to be published Thursday in U.S. journal Neuron, suggests that increasing magnesium intake may be a valid strategy to enhance cognitive abilities.

Diet can have a significant impact on cognitive capacity. Identification of dietary factors which have a positive influence on synapses, the sites of communication between neurons, might help to enhance learning and memory and prevent their decline with age and disease. Professor Guosong Liu, Director of the Center for Learning and Memory at Tsinghua University in Beijing, China, led a study examining whether increased levels of one such dietary supplement, magnesium, boosts brain power.

Because it is difficult to boost brain magnesium levels with traditional oral supplements, Liu and colleagues developed a new magnesium compound, magnesium-L-threonate (MgT) that could significantly increase magnesium in the brain via dietary supplementation. They used MgT to increase magnesium in rats rolex replica of different ages and then looked for behavioral and cellular changes associated with memory.

"We found that increased brain magnesium enhanced many different forms of learning and memory in both young and aged rats, " says Liu. A close examination of cellular changes associated with memory revealed an increase in the number of functional synapses, activation of key signaling molecules and an enhancement of short- and long-term synaptic processes that are crucial for learning and memory.

This may very well contribute to age- dependent memory decline; increasing magnesium intake might prevent or reduce such decline."

Traffic congestion has gotten way out of hand - and not just in developed countries anymore. Traffic jams and smog plague dozens of cities in China and in many other parts of the developing world.

Here in the United States, road congestion now causes commuters to spend an average of a full workweek each year sitting in traffic, according to the Texas Transportation Institute. While alternative modes of getting around are available, most of us still opt for our cars for the sake of convenience, comfort and privacy.

The most promising technique for reducing city traffic is called congestion pricing, whereby cities charge a toll on entering certain parts of town at certain times of day.

The theory goes that if the toll is high enough, some drivers will cancel their trips or opt for the bus or rails. And it seems to be working: The Environmental Defense Fund (EDF) reports that Singapore, London, Stockholm and the three largest cities in Norway have reduced traffic and pollution in downtown areas thanks to congestion pricing.

New York City Mayor Michael Bloomberg continues to push for congestion pricing to ease traffic in Manhattan. The latest proposal, rejected by the State Legislature in 2008, called for an $8 toll to enter Manhattan between 6 a.m. and 6 p.m., with monies funding public transit maintenance and expansion.

Another way to reduce rush hour traffic is for employers to implement flextime, which lets employees travel to and from work at off-peak traffic times to avoid rush hour. Those who must travel during busy times can do their part by carpooling.

Employers can also subsidize employee mass-transit costs and/or allow more workers to telecommute (work from home), so as to keep more cars off the road altogether.

Some urban planners still believe that the best way to ease traffic congestion is to build more roads - especially expressways that can take drivers around or over crowded city streets.

NEW YORK, Feb. 12 (Xinhua) -- Wall Street was off previous lows but still mired in negative territory on Friday after China's central bank decided to raise its reserve ratio requirements.

The U.S. stocks opened sharply lower as the People's Bank of China announced on its website that it has raised the reserve requirement ratio for depository financial institutions by 0.5 percentage points, the second such action this year.

Although most analysts believe that it's the right thing for China to do to prevent the economy from replica rolex overheating, it still raised worries among investors that China's economic growth might slow down.

Meanwhile, a government report showed a stronger sign of recovery in retail sector in the United States, but it provided little help to lift the market.

QINGDAO, Feb. 20 (Xinhua) -- Sea ice alerts for China's Bohai Sea and the northern parts of Yellow Sea were canceled Saturday after the ice shrank, State Oceanic Administration officials said.

"The sea ice in the Bohai and Yellow seas will continue to shrink over the next five days," said Shang Jie, an official with the North China Sea Marine Forecasting Center of State Oceanic Administration.

According to the center, at 4 p.m. Saturday, the maximum outer edge of ice floating in the Bohai Sea's Liaodong Bay was 73 nautical miles, 21 nautical miles less than last Sunday.

Ice in northern Yellow Sea, meanwhile, shrank to 10 nautical miles Saturday, down 15 nautical miles, the Center added.

The forecast also said that over the next five days, the maximum outer edge of the floating ice in Liaodong Bay will shrink to between 60 and 70 nautical miles, while that in northern Yellow Sea will shrink to around 5 nautical miles.

Two men were executed for their involvement, while others received lesser sentences.

It turned out that Aqsiq, the General Administration of Quality Supervision, Inspection and Quarantine, a ministerial-level body responsible for quality standards, had exempted the major dairies from inspections as a sign of confidence in their leadership.

New regulations were put in place and Li Changjiang, the head of Aqsiq, was dismissed after the government decided that he was responsible for "negligence in supervision".

A year later, the dairy industry seemed well on the road to recovery. The Xinhua news agency reported in December last year that "after the melamine scandal, it is impossible to sell poor quality milk".

But in January, melamine was back. Xinhua announced that excessive melamine had been found in milk from the Shanghai Panda Dairy. Soon, it turned out that the problem was not an isolated case. Companies from different parts of the country, it seemed, were recycling melamine-contaminated stock recalled in 2008 and kept in storage.

Moreover, it turns out that the authorities knew about the new melamine scandal for almost a year before telling the public.

Health Minister Chen Zhu denounced "unscrupulous food companies" that had "processed and resold the melamine-laced milk powder that was recalled but not destroyed ... which posed great health risks to consumers".

No doubt, he was right to denounce the unscrupulous companies. But the government had obviously failed the public by not seeing to it that food products were safe.

The government should have learned in 2008 that it cannot depend on dairy companies to monitor themselves. It is the government's job to prevent those companies from endangering the public.

The new melamine scandal exposes wholesale colthing serious problems in the mainland not only in terms of quality control and supervision, but in the government's order of priorities.

After the dimensions of the milk powder problem became evident in 2008, the government clamped down on distraught parents who were organising themselves and on lawyers who volunteered their services to represent the sickened children.

Lawyers received threats from the authorities. Li Fangping, a leading human rights lawyer, reported in September 2008 when two dozen lawyers quit a volunteer advice group that "some of them said that they or their offices were told they would face serious repercussions if they stayed involved".

Parents, too, felt the pressure. Zhao Lianhai, whose 3-year-old boy Pengrui developed a stone in his left kidney, tried to unite parents of sickened children by creating a website called Home for Kidney Stone Babies. He was detained last November and formally arrested the following month for trying to "disturb social order".

BEIJING, Jan. 22 (Xinhua) -- The worst sea ice in east China's Bohai Sea over the past four decades continued to expand and has covered 45 percent of the waters of Bohai, the National Marine Environmental Forecasting Center (NMEFC) said on Friday.

The ice coverage was 40 percent a week ago.

According to the analysis by remote sensing, about 9,441 square kilometers of the Bohai Bay had iced up by Friday, accounting for almost 60 percent of the entire area of the bay.

Bohai Sea, due to its proximity to China's capital Beijing, is one of the busiest seaways in the world.

The sea ice appeared early January along the coasts of the Bohai Sea and the Yellow Sea as cold fronts pushed temperatures below minus 10 degrees Celsius, according to the station.

The sea ice has caused more than 1 billion yuan (about 146 million U.S.dollars) of losses to the fishing industry in Shandong Province, local marine
embroidered patches and fishery department said Thursday.

The ice has also affected marine transport, fishing, aquatic breeding and offshore mining in northeast China's Liaoning Province, north China's Hebei Province and Tianjin Municipality.

The NMEFC forecasts that the ice could worsen in the next few days in the Bohai Sea and the Yellow Sea.

The team emerged champions in the Asian Games Qualifier held in Kuala Lumpur in 2006.

"There have been many improvements in the team since we last played in the Doha Asian Games, and I believe we will be able to realise our semi-final target this year," said Malaysian Women's Hockey Federation secretary S. Shamala.

Overall, IDC said it forecasts that worldwide IT spending will reach $1.48 trillion in 2010, still below the $1.5 trillion recorded in 2008. "Following a decline in overall tech spending of 4.5 percent at constant currency in 2009, IT spending will not fully recover from the global recession until sometime in 2011," Minton said.

The release said that IDC's forecast of 3 percent growth in worldwide IT spending is at constant currency, and does not assume future fluctuations in the value of the U.S. dollar or other international currencies over the next 12 months. If the U.S. dollar weakens in 2010, the actual recorded growth of IT spending in US$ may be significantly higher. Measured in U.S. dollars, worldwide IT spending declined by 8 percent in 2009 due to the stronger value of the dollar compared to 2008.

On a global basis, IDC said it expects hardware spending to grow by 5 percent in 2010, while software spending and IT services spending will grow by 2 percent and 3 percent, respectively, in constant currency. In the hardware segment, worldwide PC spending is forecast to increase by 3 percent this year, up from the previous forecast of 2 percent growth, while the forecast for servers, storage, hardcopy peripherals, and network equipment have also been raised. The outlook for software and services spending reflects Lace front wigs the lower value of contracts signed in the past year and continued caution toward new project-based spending in mature economies.
