With a 4-1 vote, the council Tuesday set a rate of $2.63 for every $1,000 of taxable property value, up from $2.50, an increase of 5.2 percent. Councilman Howard Coates dissented.

At final adoption, the council can lower the proposed tax rate but not raise it any higher.

The tentative rate would support a proposed a $75.3 million spending plan for next fiscal year, down about 9 percent from $82.9 million this year.

Public hearings for final adoption of the tax rate and budget are scheduled in September.

Only one member of the public addressed the tax rate.

Leslie Boatman of the Realtors Association of the Palm Beaches asked the village to maintain the $2.50 rate.

Vice Mayor Matt Willhite defended the $2.63 tentative rate, saying he believes residents don't want cuts in the village's level of service and pointed to a newly released Money magazine ranking of the best 100 places to live in the nation, which placed Wellington at 72.

Also, the council unanimously approved a 7.5 percent rate hike in sewer and water utility rates next fiscal year. No one addressed the increase.

Wellington already increased its utility rates 7.5 percent in September, after having maintained the rates since the mid-1990s.

Some of the work the increase will help pay for includes rehabilitating 49 of the utility system's 102 lift stations in the next 10 years, installing reverse osmosis filter covers and replacing piping and electrical conduits.

"This is not a revenue-generating increase," Willhite said. "This is something to start funding things for the future."

Funny Car legend John Force captured the 128th win of his career and second of 2010 on Monday after the event was rained out Sunday.

Force, the 14-time world champ and current points leader, bested daughter Ashley Force Hood, longtime rival Ron Capps and Matt Hagan to take the championship as all four semifinalists raced together in the final round.

Force clocked a winning time of 4.036 seconds at 316.23 miles per hour, while Force Hood was second (4.042, 316.38 mph), Capps third (4.088, 306.33) and Hagan fourth (6.736, 105.27).

"I'd like to personally thank (track owners) Bruton Smith and his son Marcus, because they took money in this economy and they spent it," Force said through his team. "He deserves that reward. For me to be able to win this first race is big.

"I am just really proud of Ashley because she is learning the game and I know the pressure. My old knees were knocking and I have been doing this for 33 years."

Monday's win continued an impressive streak of specialty-race wins for Force. The 60-year-old Force opened the season winning the 50th annual NHRA Winternationals. He also won the Winston Showdown Top Fuel vs. Funny Car Invitational at Bristol (Tenn.) Dragway in 1999 as well as the 50th anniversary NHRA specialty race in Pomona.

"It is just a little taste of history," Force said about Monday's win. "This is special, like beating the dragsters at another one of Bruton's races at Bristol."

Monday's event was the first to run four lanes at the same time.

"I don't know how it is going to play out," Force said. "There are a lot of positives and negatives. We have to see what the fan response is, what ESPN thinks, how the racers feel, how the NHRA and Bruton feel."

Despite losing the race to her dad, Force Hood ran a national- best speed in the final.

"My team was happy we were able to make such a good run," she said. "That was one of the best runs I have ever made. We are really excited about our speeds."

After back-to-back tough weekends, Emporia's Clint Bowyer posted a seventh-place finish Monday at Martinsville, Va., climbing three spots in the NASCAR Sprint Cup standings to ninth.

Bowyer is 38 points behind Richard Childress Racing teammate Jeff Burton in fifth place and 151 points behind new point leader Jimmie Johnson.

"The BB&T crew worked hard all day to free the car up," Bowyer said through his team. "We were pretty good on that last long run at the end, but then we were used up at the very end.

"It's always hard racing at Martinsville and we're not satisfied with our finish, but we'll take a top-10 and enjoy this next weekend off."

A. Too much green growth usually is the result of too much nitrogen. If the potting soil you used was the type with fertilizer already in it, do not add any more.

If the soil you used didn't have fertilizer, then you should use one with a lower first number. Plants need 16 nutrients for proper growth . The three numbers you see on the fertilizer label are for : nitrogen (listed first ) for green growth , phosphorous (listed second) for flowers and fruit, and potash (listed last) for the roots.

These are the macro nutrients . The other 13 are the micro nutrients, and the homeowner usually need not be concerned as much about these as they are naturally available in the environment.

For flowers and fruit you want the second number higher than the first, or at least the same, as in 5-10-5 or 10-10-10.

It's also a good idea when using pots or containers to regularly flush the salts out by watering heavily without any drain trays. If you notice a buildup on the outside of the pot, which is noticeable when using clay pots, it's time to flush the salts.

The proper way to flush is to water with twice the amount of water as the pot holds.

Bloom's off the dogwood

Q. I bought a dogwood tree about five years ag o. It was labeled "Cornus florida," Celestial dogwood. It has grown well but doesn't bloom. The first couple years it had some blooms, but none this year - not one flower. It gets a mixture of sun and shade, so I know the location is correct. Have you ever heard of a nonblooming dogwood?

A. Dogwood trees grow naturally at the edge of a forest, where they get about an equal amount of sun and shade, but you often see then planted in the middle of a lawn in full sun . There they get too high a dose of nitrogen from lawn fertilizer . Both can cause a dogwood not to bloom.

Dogwoods should be pruned only after they have finished blooming, if at all. As with all ornamental flowering trees, dogwoods - especially young ones - might not flower due to a late tiffany heart link bracelet cold snap. The leaves might not get damaged because they are not as sensitive as the developing buds.

If you have the latest version of Mozilla Firefox or Microsoft Internet Explorer, you've probably used an OpenSearch plug-in. This is the technology behind the search box at the upper-right corner of your browser window. The search box usually defaults to Google or Yahoo!, but if you click on the drop-down menu, you can select other search engines. Using Google is all well and good, but wouldn't it be cool if you could search your library catalog and other online resources just as easily? Well, you can create an OpenSearch plug-in to do just that, and it's not difficult.

I'm always looking for new ways to connect library users with our resources. As the reference and Web services librarian at Williams College, I'm responsible for the library's Web site and various aspects of our online presence. In a previous career, I was a database programmer, so I've got a strong technical slant. More and more, I see integration between systems as a fact of life for libraries. Whether it's creating a presence on MySpace, putting catalog links into Amazon.com with a Greasemonkey script, or posting library videos on YouTube, we are integrating our content beyond the traditional library Web site. To draw people in, we need to put our resources where our users are. This widely applicable observation is especially true when dealing with the very wired undergraduates at a small liberal arts college like Williams.

Since integration is such a priority for me, you can imagine my delight when I started learning about OpenSearch plug-ins. They bring the library catalog and other online resources right into our users' workflow quickly and easily without needing much more than a short XML file.

Discovering OpenSearch Standards

OpenSearch is a set of simple technologies and standards that allows the sharing of search results. It was developed by A9.com, a subsidiary ofAmazon.com. Instead of being overly protective of its technology, A9.com released OpenSearch under a Creative Commons license. This allows others to modify and build on the technology (like with open source software) and has led to the widespread adoption of this standard. The part of OpenSearch I'm interested in is the OpenSearch description document, an XML file that describes a search engine. It allows other programs (like Web browsers) to integrate elements of that search engine into their interface.

I first noticed the little search box in the corner of my browser in Firefox. While I liked searching Google quickly, I didn't really use the other engines that were included. So I started poking around online to see what other search plug-ins I could find. I soon realized that I could write my own using OpenSearch. My first experiment was to write a plug-in that would allow me to search FRANCIS, our library catalog. There are many tags you can include in the XML for an OpenSearch plug-in, but only a few are really necessary. I stripped the XML down to the minimum and focused on features that would work well in both Firefox and Internet Explorer. The following is the result:
